The former San Sebastiano prison, built in 1859 to a design by architect and engineer Giovanni Polani, occupies about 17,000 m² in the historic centre of Sassari, bounded by via Roma, via Asproni, via Cavour and via Mazzini. One of the eight historic prison facilities of the Sardinian penitentiary system, it was decommissioned in 2013 following the opening of a new penitentiary complex.
An international design competition has been launched for its adaptive reuse: the historic, listed prison compendium will become a new judicial hub adjoining the existing Palazzo di Giustizia, consolidating law offices currently scattered across several rented premises. The functional programme includes consolidated judicial offices, a museum dedicated to the memory of the former prison, staff services, and supporting commercial activities.
The procedure is anonymous and organised in two stages. Stage 1 asks for a preliminary design concept, from which five proposals are shortlisted without ranking. In Stage 2, the five shortlisted teams develop a full PFTE (technical-economic feasibility project), leading to a final ranking and the proclamation of the winner. Following the proclamation, the winner must update, refine and follow the project through the entire approval process, up to final approval by the contracting authority. The winning team may subsequently be awarded, via negotiated procedure, the executive design and safety coordination, and optionally construction supervision and complementary services.
The overall estimated cost of the intervention is approximately €77 million. The total estimated value of the design and related services reserved to the winning team — PFTE prize, executive design, construction supervision and complementary services — is approximately €6.7 million.
